Billy Wrights Receives Scholarship to Frostburg State University

Billy Wrights, of Cumberland, Md., received the Francis A. and Lena G. Kenney Scholarship and Allegany County Opportunity Scholarship for study at Frostburg State University. Wrights is the son of Sally A. Wrights and attended Allegany High School.
