Jasmine Proctor Receives Scholarship to Frostburg State University

Jasmine Proctor, of Brandywine, Md., received the Leonard and Jane Schwab Theatre and Speech Scholarship for study at Frostburg State University. Proctor is the daughter of Shynika Butler and Shon Proctor and attended Thomas Stone High School.
