Justin Smith Receives Scholarship to Frostburg State University

Justin Smith, of Baltimore, Md., received the Dr. Harold and Geraldine Delaney Leadership Award for study at Frostburg State University. Smith is the son of Karen Smith and attended Lansdowne High School.
