Michelle Welch Receives Master's Degree from Frostburg State University

Michelle Welch, of Oakland, Md., recently received a Master of Education degree in Education, General from Frostburg State University in Frostburg, Md., during its 151st commencement ceremonies. FSU President Dr. Ronald Nowaczyk conferred nearly 400 undergraduate and graduate degrees at this December commencement.
